The P-5 Organization file is the operator directory: every organization with a Railroad Commission operator number, its P-5 status, its organisation type and its mailing address. That six-digit operator number is the join key that turns an anonymous permit or lease into a company.
Alongside it are the P-4 certificates of authority to transport, the oil and gas docket of contested cases and rulemakings, the R-3 gas processing plant reports, and the inspection and violation extracts.
