How it is laid out:
The Railroad Commission publishes this as Delimited text. Separated text, usually with an unusual delimiter such as a brace. We decode it into a table you can open anywhere. It has 35 columns and about 42.1K rows.
The columns you will most likely want:

report_yearThe year of the annual report. -
districtThe district as RRC prints it (01-06, 7B, 7C, 08, 8A, 09, 10), zero-padded from the one or two characters the file writes. -
associated_flag'A' when the field produces both oil and gas, on 2,166 of 42,138 rows. -
field_nameThe field name: an operator's word, the stratigraphic interval and usually the depth, e.g. A.W.P. (OLMOS). -
county_nameThe DISCOVERY county -- the county the field's first well was in, not every county it reaches. -
multi_county_flag'M' when the field spans more than one county. Set on 2,811 rows.

Worth knowing before use:
One report year. The current load is 42,138 rows and every one of them is report year 2025 — RRC republishes the same year monthly until the next annual report is cut, and each drop replaces the table. Year-over-year comparison needs snapshots kept as they go by.
