Gotchas

EBCDIC with packed-decimal numerics: the original is unreadable in a text editor. The decoded table here is the same data, and is what you want unless you need the Commission's own encoding.

Verified 2026-08-07: decoded from cp037 the original is byte for byte the ASCII edition with its line endings stripped — 90,986 records of 200 characters in both.
